Site Closure Report 4 <br /> Former Claude C.Wood Construction Yard,681 East Lockeford Street,Lodi,CA November 16, 1999 <br /> 3.0 WASTE OIL TANK REMOVAL AND SOIL EXCAVATION <br /> In 1993 contractors performed primary demolition of buildings and other structures including the <br /> removal of the above ground storage tank(AST) farm located immediately west of the structure <br /> labeled "Repair Shop" (Figure 2). In April 1994,during the removal of surface concrete <br /> structures within the former above ground tank farm containment area, ASTA Construction <br /> Company (ASTA) discovered a 500 gallon waste oil tank (Figure 2). A small localized area of <br /> stained soil consistent with that of waste oil was observed around what appeared to be the fill <br /> pipe. ASTA Construction also noted a localized area of soil stained and smelling of what <br /> appeared to be diesel fuel. In a letter dated August 17, 1994 from ASTA to SJCEHD, it was <br /> stated that the waste oil UST was taken out of service approximately 10 years prior to 1994 <br /> (Appendix A). The tank had not been removed because it was located beneath the above ground <br /> tank farm. <br /> In August 1994, ASTA submitted a Work Plan For Waste Oil Tank Removal and Subsurface Soil <br /> Remediation dated August 17, 1994 to the RWQCB and the San Joaquin County Environmental <br /> Health Division SJCEHD. The purpose of the proposed work was to removed the waste oil UST <br /> and excavate soil impacted with oil from the UST and diesel released during the operation of the <br /> above ground tank farm. <br /> In a letter dated August 31, 1994,the RWQCB stated that"because of staff and funding <br /> shortfalls, we will be unable to provide technical oversight of your case at this time". The <br /> August 31, 1994 letter requested that copies of all letters and reports concerning the site be <br /> forwarded to the RWQCB and that the local agencies should be contacted before performing any <br /> site related work(Appendix A). In response to the presence of diesel in the surface soil,the <br /> SJCEHD wrote a letter dated September 13, 1994 that placed the site on the local contaminated <br /> database (Appendix A). <br /> 3.1 Waste Oil UST Removal and Sample Collection <br /> On September 28, 1999 ASTA removed the 500 gallon steel waste oil UST and associated <br /> piping. The UST was transported by a licensed Hazardous Waste hauler to Erickson, Inc. in <br /> Richmond, California for destruction(Appendix B). Mr. Eric Trevena with the SJCEHD was <br /> present to observe the tank removal and collection of confirmation soil samples. Following the <br /> removal of the tank a significant area of heavily stained soil was observed in the tank pit floor. <br /> AJ-ClosureRpt.RPT.wpd <br />
