Also,
I have had telephone conversations with Mr. Justin Power and Mr. Kerry Zimmerman on
11 October 1995 reviewing this proposal and discussing my comments. We agreed to the following:
That three additional monitoring wells would be installed, one up gradient, one down gradient,
and one cross gradient. This is one less monitoring well than proposed and agreed to in your
3 July 1995 report.
2. That offsite access agreements for monitoring wells would be in place by 11 November 1995
and that I would be copied on all correspondence with the adjacent property owners. Offsite
monitoring wells were proposed in your 3 July 1995 report. In my conversation with
Mr. Zimmerman he said that there have only been telephone conversations to date with the
adjacent property owners. The proposed schedule suggested that offsite access approval may be
obtained by 21 December 1995. That would be almost six months to obtain the offsite access
agreements, ,hich is Far to lnnan fpr basic access agreements. According to the schedule, with
the offsite access agreement in place by 21 November 1995, field work will begin by
21 November 1995 and a report of findings due by 21 December 1995.
3. That a survey of domestic ground water wells around the site would be conducted and a copy
submitted to the Board.
4. That after the additional monitoring wells are installed a report of findings would include a
summary of all sampling events and a summary of bailed free product.
5. That in addition to a product skimmer in well MW -8 a work plan and schedule for interim
remediation would be submitted by 21 December 1995.
