The ground water at this site is heavily contaminated with gasoline fuel, diesel fuel, and <br />kerosene. Free product has been measured in at least three of the nine monitoring wells. The dissolved <br />fraction in the ground water is as high as 110,000 ppb TPH-gasoline, 26,000 ppb TPH-diesel, 16,000 <br />ppb kerosene, and 30,000 ppb benzene. <br />A work plan for additional site characterization was submitted to the Board 23 January 1995. This work <br />plan was approved 14 March 1995. According to the schedule in the work plan the field work was to <br />begin 14 April 1995. On 27 March 1995 a letter was received by the Board requesting an extension of <br />the schedule until " no later than 14 June 1995". The extension was agreed to by Board staff. On <br />27 April 1995 a site status report was received from Ground Zero Inc. which stated "After the new wells <br />have been installed and properly developed Ground Zero will purge and sample all the wells with <br />sufficient water in them to allow sampling". On 6 July 1995 a monitoring and sampling report dated <br />3 July 1995 was received by the Board. The sampling was done prior to installation of additional <br />moinitoring wells contrary to what was proposed acid discussed. in early August, in a phone <br />conversation with Mr. Justin Power with Ground Zero Inc., he explained that the proposed additional <br />monitoring wells should now be located offsite and that additional time would needed to obtain offsite <br />agreements. <br />There have been considerable delays in construction of the additional wells. Because of the extremely <br />high levels of contamination in the ground water at this site it is very important that site characterization <br />be completed and that remediation begin. Therefore, by 29 September 1995 please submit a revised <br />schedule for installation of additional monitoring wells and a schedule to implement interim on site <br />remediation. <br />
