EHD discussed with John Stroh of
San Joaquin County Mosquito Vector Control District (District) his letter dated
May 2, 2005, stating the District was already supporting one monitoring well for
Shell and that if additional wells were to be installed they should be sited
elsewhere. From the discussion EHD found that a report of an environmental
assessment conducted in October 2003 for the District had not been provided to
EHD. The report has since been provided to EHD. A temporary monitoring well
(MW4) was placed near the northern District property line and the water sample
collected from MW4 had 790 ug/I of MTBE and 150 ug/I of TBA. Enclosed is a
map showing the location of MW4 and the table showing the results of the
groundwater sample collected from MW4.
After reviewing the locations of the existing on-site monitoring wells and the
groundwater sample data, EHD has determined that prior to requesting that off-
site property owners allow monitoring wells be installed on their property,
additional on-site monitoring wells should be installed to document where the
contaminant plume exists on-site and be able to justify where off-site wells
should be placed. EHD previously agreed with the proposed location of MW12
(60 feet north of MW7). EHD directs that a monitoring well be placed on-site,
south of MW3 and that a monitoring well be placed near the southern property
line, midway between the east and west property lines. In addition, EHD had
previously commented that MW11 may not be located properly to provide vertical
delineation of the groundwater contamination, so EHD directs that another
deeper screened well be placed on-site southeast of the LIST area. A work plan
for installation of these wells is to be submitted to EHD by Septemeber 1, 2005.
The work is to be completed within 60 days of EHD approval of the work plan
and a report of the work is to be submitted to EHD within 60 days of completion
of the work.
