(Cambria) prepared this letter on behalf of Equilon
Enterprises LLC dba Shell Oil Products US (Shell) to respond to the San Joaquin County
Environmental Health Department (SJCEHD) correspondence dated October 27, 2004 regarding
the subject site.
In this letter, SJCEHD requested that Shell reinitiate interim monthly groundwater extraction
(GWE), submit a work plan for a GWE system, install a GWE system, and reevaluate the soil
vapor extraction (SVE) test conducted during September 2003. In order to confirm that the
incurred costs will be reimbursed by the State Underground Storage Tank Cleanup Fund
(USTCF), Shell is requesting pre-approval of these costs from the USTCF, prior to commencing
the requested activities. Once the USTCF has responded to the Cost Pre-approval Request, Shell
will notify the SJCEHD and proceed with the reimbursable activities.
SJCEHD also requested that Shell add dissolved oxygen, oxidation-reduction potential, nitrates,
sulfates, and methane to the quarterly groundwater monitoring suite of analytes. Beginning with
the first quarter 2005 sampling event, we will analyze samples from well MW-4, MW-7, and
MW-8 quarterly for these constituents for one hydrologic cycle to assess whether environmental
conditions are present that may contribute to the biodegradation of fuel oxygenates. These wells
were chosen because they represent an upgradient well (MW-8), a source area well (MW-4), and a
downgradient well (MW-7).
Cambria
Environmental SJCEHD concurred with Cambria's proposal to move proposed well MW-12 onsite, and also
Technology, Inc.
suggested that proposed well MW-13 be moved to the San Joaquin County Mosquito and Vector
5900 Hollis Street Control property. Cambria shows the revised locations for these proposed wells on Figure 1.
Suite A
Emeryville,CA 94608
Tel(510)420-0700
Fax(510)420-9170
