The <br /> filters on the dispensers indicate that they were last changed out on 6/6/17. Hazardous waste generators shall <br /> retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting <br /> procedure on site for three years and have them readily available for review. Immediately locate a copy of all <br /> manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a Class II violation. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> Copies of hazardous waste disposal records for the used fuel filters were not found on site. Immediately locate a copy of all manifests and receipts for the last <br /> three years, maintain them on site, and submit copies to the EHD. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site.The fuel filters in the <br /> dispensers indicate the last change date as 6/6/17.A copy of each bill of lading must be kept on site for at least <br /> three years. Immediately locate a copy of all bills of lading for used oil filters for the last three years, maintain them <br /> on site, and submit copies to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Documents reviewed: Manifests. <br /> Document provided: Modified Contingency Plan. <br /> Waste streams observed: fuel filters, fuel contaminated solids, fuel contaminated liquids. <br /> Note: <br /> CCR 66262.34 (d)(2): No Modified contingency plan.An emergency coordinator and modified contingency plan <br /> information is lacking.
