1 h and Safet ` Plan <br /> Health y , <br /> Mixing Program for Bioremediation of <br /> Petroleum Contaminated Soil <br /> E <br /> INTRODUCTION <br /> PURPOSE AND SCOPE <br /> The Health and Safety Plan, for a bioremediation mixing process provides for the protection of on- <br /> site personnel and the surrounding community during site activities. The requirements, specifications <br /> and procedures presented with the plan will apple to all personnel on-site, including employees,. <br /> subcontractors, site visitors and regulatory agency personnel. ,a <br /> I <br /> HAZARD ANALYSI <br /> ` The most significant risk associated with petroleum contaminated soil is exposure to aromatic <br /> compounds. Skin contact will be eliminated by use of clothing,,eye wear, and gloves and the <br /> inhalation hazard will be minimized using appropriate respiratory protective devices as determined by <br /> on-site air monitoring. The Safety Coordinator/Project Manager wilt;establish an exclusion zone <br /> encompassing a 50-foot radius from the work area. Access Within tliis zone will be limited to <br /> required personnel. Total organic vapors will be monitored within the exclusion zone using a <br /> photoionization detector (PID) calibrated for benzene, the mostEtoxic',�of the aromatic hydrocarbons. <br /> Current enforceable and recommended exposure limitations for,potential site contaminants are <br /> presented in Table I. II <br /> t <br /> PERSONAL PROTECTIVE EQUIPMENT <br /> h <br /> A minimum of U.S. EPA level D protection will be required within the exclusion zone for any <br /> workers engaged in sample collection or other activities on this,site. :iLevel D protection will include: <br /> • Disposable Tyvek coverall (when in contact with contaminated material) <br /> { • Boots with steel toe o <br /> • Splash goggles or safety glasses <br /> Chemical resistant disposal gloves (when in contact'with contaminated material) <br /> r€ <br /> Level C protection will be required if PID readings exceeding 10 ppm over background <br /> 4 concentration are recorded in the workers' breathing zone. Level'C protection will consist of: <br /> • Disposable Tyvek coverall <br /> • Boots with steel toe <br /> • Chemical resistant boot covers <br /> • Chemical resistant disposal gloves (inner) I <br /> 6 <br /> • Chemical resistant outer gloves <br /> • MSHA/N10SH approved half-mask air-purifying respirator with dual organic vapor <br /> 3 cartridges F i <br /> PID readings exceeding 250 ppm in the workers' breathing zone will require work stoppage <br /> and site evacuation.
