Main Street <br /> Manteca, California <br /> Dear Mr. Von Flue: <br /> This letter responds to the Program Inspection Report by the San Joaquin County <br /> Environmental Health Department(EHD), dated February 9, 2004, for the ARCO facility <br /> identified above. <br /> 1. Alleged Violation: The UST Program Inspection Report stated, "During the <br /> monitoring certification,the regular(87)and midgrade(89) mechanical leak detectors <br /> failed the 3 gph test. Two new vaporless LD 2000 were installed. SN#03021005 + <br /> #03021086. A permit for these repairs will be overnighted to our office per Craig Block. <br /> A drop tube on the 87 (northeast)has a damaged float. Mr. John Schetter agreed to close <br /> the fill part(lock+tag)until a retrofit permit can be submitted for replacing the 87 fill <br /> buckets that failed on 11/14/03 and drop tubes for phase 1 upgrade. The southwest fill on <br /> the 87 will be open for filling. Obtain a permit for the repairs. Correct by 3/9/04." In the <br /> corresponding Violation checklist, a check was placed next to"CCR 2661-Permit to <br /> repair UST system." <br /> Response: As noted in the Inspection Report, a technician from Tait Environmental was <br /> present during the inspection and replaced two mechanical line leak detectors. You <br /> observed and approved of the repair provided that a permit be submitted overnight to the <br />
