I <br /> I <br /> I <br /> The following is an itemized list of aboveground petroleum storage act violations that <br /> have not been addressed for AAFES WEST COAST DISTRIB CENTER as of May <br /> 13, 2019. <br /> Open violations from July 12, 2018 inspection <br /> Violation#718- Failed to locate properly or provide sufficient secondary containment for mobile/portable <br /> containers. <br /> The 55 gallon drum of new oil in building 586 (Hazardous waste building) and a 55 gallon drum of new oil outside <br /> the maintenance shop were observed with insufficient secondary containment. The drums were observed without <br /> secondary containment, they were either on regular wooden transport pallets or without on concrete.. Portable oil <br /> storage containers must be positioned or located to prevent a discharge and shall be furnished with a secondary <br /> means of containment sufficient to contain the capacity of the largest single container with sufficient freeboard to <br /> contain precipitation. Immediately provide sufficient secondary containment for this and all other portable containers <br /> at this facility, or provide equivalence as allowed by CFR 112.7(x)(2). <br /> Violation #720 - Failed to provide corrosion protection for buried piping. <br /> Corrosion protection of bureied piping is not discussed in the SPCC plan. Buried piping that is installed or replaced <br /> after August 16, 2002, shall be provided with a protective wrapping and coating and cathodically protected. <br /> Immediately provide all buried piping installed on or after August 16, 2002, a protective wrapping and coating and <br /> cathodic protection. <br /> Violation #723 -Failed to regularly inspect aboveground valves, piping, and appurtenances. <br /> As stated by facility management, inspections are currently not being conducted. All aboveground valves, piping, <br /> and appurtenances shall be regularly inspected.
