Recently I have received an invoice for operating fees for the UST's at 6425 Pacific Ave in Stockton. George Converse also informs me that the temporary UST closure permit that we previously submitted is also overdue on fees for the same site. Wickland's lease on the site with Lincoln Properties expired on the site over 2 years ago on August 2, 1998, Originally, Lincoln informed Wickland that they were going to replace the gas station with another type of use. Wickland and Lincoln spent a good amount of time negotiating a lease termination agreement in which Wickland would remove the UST's and Lincoln would allow the continued access to the site. In mid 1999 Lincoln informed Wickland that they were pursuing a lease with an Arco Franchise and that they wanted to reuse the underground tanks. This was documented in an agreement entitled"Access Agreement"and required Wickland to execute a quitclaim for the site. Lincoln assumed control of all the onsite improvements including the UST's.
