Vicki McCartney [EH]
From:
Vicki McCartney [EH]
Sent:
Thursday, March 9, 2017 4:48 PM
To:
'Keith Powers'
Cc:
Store 2707 c60 - Fuel Station Manager; Aldo Basurto; Ron Lee; Carissa Colli
Subject:
RE: Safeway Fuel Center #2707 Inspection 1-19-2017
Attachments:
Monitoring site plan for Safeway 2707.pdf
Hello Keith,
I have reviewed the information in California Environmental Reporting System (CERS), concerning items 105 and 107
below, for Safeway Fueling Center #2707, 6425 Pacific Avenue, Stockton, CA. Item 105 has been corrected in
CERS. However, Item 107 has not been revised. See the attachment; it shows that documents for UST Monitoring Site
Plan have not been uploaded to CERS since 2015. Please note that when a submittal to CERS has been 'accepted' by San
Joaquin County Environmental Health (EHD), this simply means that the submittal has been received, much like when a
letter is received from the US Postal Service. It does not mean that the submittal has been reviewed and approved by
the EHD. Please submit the revised site plan to CERS and let me know when this has been done so that I can review the
submittal in CERS.
Also, you have submitted documentation that the 91 spill bucket was replaced on 2/16/17. No permit was needed for
the spill bucket replacement in the tank top sump if the bucket was replaced, like for like. If a different spill bucket was
installed, then a permit and inspection by the EHD would be needed. The EHD has the following condition for repairs
which do not require EHD permit. They include:
1. Email the EHD with the scope of work and time and date of the repair work at UST@sicehd.com. An EHD
inspector may stop by the facility to inspect the repair, and verify the technician's certification.
2. The service company must install the part and test the system to verify functionality, and
3. The service company must provide the following documentation to the tank owner/operator for inspector
review during annual UST inspections:
a. Description of parts installed
b. Name and UST ICC number of service technician doing the work (and manufacturer's certification for
component installed)
c. Testing done to verify functionality of the repair
I have no documentation that the EHD was notified of the spill bucket replacement prior to receiving the monitoring
system certification testing report on 2/17/17. Please clarify.
Thank you.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton, California 95205
Phone: (209) 468-9852
Email: vmccartnevOsicehd.com
