The original scope of work for this phase of the project <br /> was outlined in Ramage Environmental's Work Plan, dated December 13, 1999. To date, <br /> only the on-site cone penetrometer test(CPT)boring has been completed_ The off-site <br /> groundwater monitoring wells have not yet been installed due to encroachment permit <br /> delays. <br /> Ramage Env]ronmental's work plan called for three we]is to be installed in the city of <br /> Stockton right-of-way, one of which was proposed for the center lane of bast Charter Way. <br /> As you know, the city deni`ed the encroachment for the well in this center lane. As an <br /> alternative, Ramage Environmental has approached the San Joaquin County Fairgrounds to <br /> encroach on their property to i)istall the well. As shown on the enclosed reap,Ramage <br /> F.nvironme.ntal recommends that two monitoring wells be installed on the fairgrounds <br /> property to better define and monitor the existing plume of impacted groundwater. <br /> Currently, the request to access the fairgrounds property is under review of the fairground's <br /> board of directors. <br /> At your verbal request, Ramage Environmental proposes drilling a single CPT boring in the <br /> center lame of Fast Charter Way, in lieu of the originally proposed monitoring well. <br /> ecor�di g t ecity of3tocicton, an encroachment permit should be granted for this activity <br /> since it does not involve a permanent well installation. <br />
