Charter Way RO#:0000640 <br /> Stockton, CA 95206 CUF#:014328 <br /> The San Joaquin County Environmental Health Department(EHD)has received the comments listed below <br /> from the Central Valley Regional Water Quality Control Board(CVRWQCB)regarding your Work plan for <br /> Bench Test for In-situ Oxidation dated September 28,2006. <br /> 1. The bench test does not include a separate test to show the decay rate(time to restore the aquifer <br /> to background levels)for any detected constituents of concern/harmful byproducts after <br /> remediation ceases. <br /> 2. The CVRWQCB General Order is strictly a draft and subject to revision. The purpose for the <br /> release of the draft General Order was to allow the industry to comment on it. It will probably not <br /> be approved by the CVRWQCB prior to implementation of the work at this site. Therefore, <br /> depending on the results of the Bench Test,site-specific Waste Discharge Requirements(WDR) <br /> may be necessary prior to implementation of the pilot study or full scale implementation of the In- <br /> Situ Chemical Oxidation injection. <br /> 3. Reporting limits for analyses need to be low enough for comparison to the lowest applicable Water <br /> Quality Objectives(WQOs). The WQOs are available as a download from the CVRWQCB website. <br /> If the CVRWQCB accepts the data from your bench scale test and agrees that ozone injection can be used <br /> at this site without adverse effects, a work plan for an ozone pilot test should be submitted to the EHD. <br /> Additionally,the EHD has determined that MW-3 was not designed or constructed as an ozone injection well <br /> and cannot be used for an ozone pilot test.
