(Ground Zero) is submitting this (workplan on behalf of Valley Pacific <br /> Petroleum Services, Inc. (VPPS) in response to the San Joaquin County Environmental Health <br /> Department's (EHD) letter dated January 30, 2009. Ground lZero proposes conducting a shallow <br /> soil vapor survey (SVS) to be compared with San Francisco Bay Regional Board Environmental <br /> Screening Levels(ESL's) for constituents of concern associated with the above referenced site. <br /> SITE BACKGROUND <br /> The Valley Pacific Petroleum Services, Inc. Cardlock Facility (Site) located at 1501 W. Charter <br /> Way in Stockton, California formerly operated as an automated refueling facility, and had <br /> previously utilized two 4,000-gallon underground storage tanks (UST's) containing diesel fuel <br /> and one 4,000-gallon UST containing unleaded gasoline. New UST's were installed along the <br /> west side of the building and the Site currently operates as an automated refueling facility. Site <br /> and hydrogeologic information is discussed in detail in Ground Zeros: Site Conceptual Model for <br /> Low Risk Groundwater Closure Evaluation dated January 1311 2009. <br /> Highway 4 borders the Site to the south and beyond the highway a proposed housing tract. - <br /> Properties north, east and west of the Site are zoned for light commercial uses. Interstate <br /> Highway 5 is 1/2a mile east of the Site.
