Charter Way, Stockton,CA(Site Code 508175) <br /> Dear Mr. Infurna: <br /> This Workplan is submitted.on behalf of Valley Pacific Petroleum.Services (VPPS) in response to <br /> the San Joaquin County Environmental Health Department (EHD) directive dated September 4, <br /> 2007. The Woolsey Oil, .Inc Card lock Facility (Site) is located at -1501 W. Charter Way, <br /> Stockton(Figure 1). <br /> The original proposal for a Bench Scale Test (BST)was going to utilize clean soil collected from <br /> soil borings advanced at the Site which would be spiked with the contaminants of concern. In a <br /> conversation with Eric L. Price on September 12, 2007, Mr. James Barton of the Regional Water <br /> Quality Control Board (RWQCB)stated that a.BST'run on a,representative soil sample collected <br /> from the contaminated zone would provide more accurate data on the effectiveness of the <br /> proposed oxidant as well as providing the.clearest picture of metal mobilization; <br /> This workplan describes,the proposed location (Figure 2), installation, and soil sampling of one <br /> (1) In-Situ Chemical Oxidation (ISCO) injection,`point. 'The BST protocol will be submitted to <br /> Mr. Barton for approval <br /> or to <br /> soil sample collection. <br /> �- <br /> BACKGROUND; <br /> Contaminated soils were excavated from the site in•1999 to a depth of 20 feet below the ground <br /> surface (bgs). Only minor levels Of methyl-tent butyl,ether (MtBE) were present in confirmation soil <br /> samples collected from the excavation. However, significant levels of total petroleum hydrocarbons as <br /> diesel (TPHd) and lesser levels of gasoline(TPHg) were present in soil samples collected at depths of <br /> 25 and 30 feet bgs during the installation of monitoring well MW3, which is located within the i <br /> Gi\GROUNDZE\WOOLSEY.CHT\Reports\Workplan\WP ISCO treatment 0109.doc <br />
