Charter Way, Stockton CA 95206
Enterprise 13
SITE CODE: 1988
CONTRACTOR: #39000
UST Pilot Program
Dear Mrs. Hinson:
This is to confirm our conversation of this day regarding the ongoing effort
to complete the site characterization program.
As agreed in our prior conversation, I prepared and sent you on July 12, a
project overview for completion of site characterization, and the range of
options for soil and water treatment. I had hoped for a meeting this week to
discuss these options from an exploratory viewpoint.
You informed me this morning that you had not seen the Soil Gas Survey
results, which I have arranged to copy you and RWQCD Region 5 (Mr. Boggs)
this day. You also indicated that you would not be reviewing any of the
material until the week of August 28th, contrary to my apparent
misunderstanding that you wanted the overview- before July 28th.
I am now becoming concerned that we will be in the middle of a rainy season
with a change in water table and back to historical gradient before any work
ensues. This further complicates water contamination picked up from
contaminated soil and also slows soil remediation. I hoped we would clear this
up in the anticipated meeting.
To date, we know groundwater has been impacted, that there is soil
contamination, and believe both are limited in scope. The projected work plan
for completion of site characterization includes two to three additional
monitoring wells, one in the known plume (which will also be set up as an
extraction well), and one to two, west and southwest, outside the real plume.
We are holding up any work until we receive verification from you that this is
permittable to completion of site characterization.
4609 New Horizon Blvd., Suite 7 • Bakersfield, CA 93313 • (805) 833-1145 • FAX (805) 833-3537
HOLT903
