S. <br /> Environmental Health Division <br /> San Joaquin Local Health District <br /> 1601 East Hazelton Avenue <br /> Stockton, California 95201 <br /> Dear Diane: <br /> This letter is an attempt to clarify for you the purpose of installing <br /> groundwater monitoring wells at the Holt Brothers Tractor Company site <br /> located at 1521 West Charter Way. This round of drilling could be <br /> considered as Phase I of the entire project as I understand it. <br /> The four currently proposed monitoring wells are being installed to evaluate <br /> whether or not the contamination reportedly found in the soils beneath the <br /> tanks has impacted groundwater. They are not intended to fully define the <br /> extent of the contamination, however, they should yield valuable information <br /> that can be used during Phase II of the investigation. <br /> As I understand the program, Phase II will be completed by drilling a grid <br /> of boreholes on approximately five-foot centers to be used as "bio-wells". <br /> These wells will be monitored by field screening techniques during drilling <br /> to control the number of step-out wells. Confirmation samples will be sent <br /> to a laboratory for chemical analysis on wells that field screen as "clean". <br /> This method should allow for a very accurate definition of the contamination <br /> plume within the soils. These "bio-wells" will then be completed to <br /> introduce natural bacteria to the soils for in situ remediation. <br /> I hope this letter clarifies some of your concerns regarding our pending <br /> permit application.
