Charter Way <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed the "Soil Remediation Excavation <br /> Report" dated January 31, 1996, prepared by Foothill Engineering, <br /> for the above referenced site . <br /> The quality assurance and quality control (QA/QC) data from the <br /> laboratories is not included in the report . Also the table of <br /> sample results indicated "ND" for solvents for the composite <br /> stockpile soil samples . There are no laboratory data sheets to <br /> support those reported results and the "Sample Analysis Report" <br /> pages indicate "NT" for which there was no definition. In <br /> addition, boring logs and well construction details were not <br /> provided for replacement monitoring wells MW1 and MW5 . Please <br /> submit as an addendum to the report the QA/QC data from the <br /> laboratories, clarification of the stockpile solvent information, <br /> and boring logs with construction details for replacement MW1 and <br /> MW5 . <br /> PHS/EHD estimates there is 6000 cubic yards of soil stockpiled at <br /> the site . Nine soil samples composited to three by the <br /> laboratory and analyzed is not sufficient to characterize that <br /> amount of soil . PHS/EHD did not witness the soil sample <br /> collection or approve of the sampling plan. PHS/EHD approves of <br /> your spreading the soil in the area of the site where the soil is <br /> currently stockpiled to a depth of 1 . 5 feet . Once the soil has <br /> been spread, a sampling plan can be decided on by your consultant <br /> and PHS/EHD. Please notify PHS/EHD of the activity prior to <br /> spreading the soil and after the soil has been spread so that <br /> site inspections can be made. <br /> The replacement monitoring wells MW1 and MW5 have never been <br /> sampled and the other monitoring wells at the site have not been <br /> sampled since June 1995 . All wells at the site should be sampled <br /> and the results submitted in a quarterly report . Please notify <br /> PHS/EHD prior to the sampling event so that the activity can be <br /> witnessed. <br /> A Division of San Joaquin County Health Care Services <br />
