Charter Way <br /> Stockton, CA <br /> San Joaquin County Public Health Services Environmental Health <br /> Division (PHS/EHD) has reviewed the "Project Status Update Report" <br /> dated May 6, 1993, prepared by RESNA for the above referenced site. <br /> Levels of contamination in the groundwater samples collected from <br /> MW-5 are increasing in both hydrocarbons and halogenated volatile <br /> organics. For the first time MW-6 is evidencing halogenated <br /> volatile organics in the groundwater in that area. <br /> Unfortunately water levels in MW-5 and MW-6 are above the top of <br /> the screened casing. Thus petroleum hydrocarbon contamination in <br /> these areas may be greater than what sample results are indicating. <br /> A monitoring well screened above first water should be installed <br /> between MW-5 and MW-6. <br /> In letters dated August 29, 1991, July 7, 1992 and January 41 1993 <br /> PHS/EHD requested an active soil and groundwater remediation <br /> proposal for this site. In the August 29, 1991 letter PHS/EHD <br /> requested a monitoring well be installed south of the paint shop. <br /> To date neither request has been addressed. <br /> Since halogenated volatile organics are contaminants in the <br /> groundwater, the vertical extent of this contamination should be <br /> investigated. A workplan to investigate the vertical extent of the <br /> halogenated volatile organics, the extent of contamination south of <br /> MW-2, and for placing a monitoring well between MW-5 and MW-6 must <br /> be submitted by September 1, 1993 . In addition an active soil and <br /> groundwater remediation plan must be submitted by September 1, <br /> 1993. <br /> If the workplan and remediation plan are not submitted by the above <br /> dates formal enforcement action by Central Valley Regional Water <br /> Quality Control Board may be requested or enforcement action by the <br /> San Joaquin County District Attorney's office may be requested. In <br /> addition failure to comply with PHS/EHD directives may jeopardize <br /> Your eligibility for reimbursement from the "Underground Storage <br /> Tank Cleanup Fund". <br /> A Division of an Joaquin Countv Health rare Semces r <br />
