Charter Way <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the <br /> "Quarterly Report"dated January 24, 1991, and the "Progress Report/Remediation Feasibility Study" dated <br /> April 19, 1991, prepared by WaterWork for the above referenced site. <br /> During a site visit on July 13, 1990, Margaret Lagorio, Senior REHS, was told that the contaminated soil <br /> excavated from the tank pit during the removal of the six former underground tanks was placed back into <br /> the excavation at that time due to shifting of a loading ramp next to the excavation. Monitoring well 1 <br /> (MWI) was installed in this former tank location. Results of soil samples taken during drilling of MW1 <br /> confirm soil contamination at 10 feet, 15 feet, and 20 feet. MW1 again has free product in it per the <br /> January 1991 Quarterly Report. The proposal to cap this area is not acceptable. <br /> As discussed previously, we recommend re-excavation be considered as a soil remediation option so <br /> contaminates do not continue to leach into groundwater from this soil. Select another soil remediation <br /> alternative. <br /> Downgradient monitoring well#5 water sample results, evidenced hydrocarbon and solvent contamination <br /> for the first time since it was installed. This indicates movement of the dissolved contaminants. An active <br /> groundwater remediation proposal is to be selected. Monitoring only is not acceptable. <br /> Monitoring well#2 was installed in the location of the former underground waste oil tank. The December, <br /> 1990, groundwater sample results evidenced non-detectable levels of contaminants for the first time. A <br /> monitoring well has not been placed downgradient of this area. A monitoring well should be installed south <br /> of the paint shop to detect movement of contaminants from the area of the former waste oil tank. <br /> In the January 1991 Quarterly Report, you proposed discontinuing sampling of monitoring well 3 and <br /> monitoring well 4. These wells should be measured quarterly. Yearly sampling of these wells is acceptable. <br /> Previously submitted reports have not shown a survey of wells within 2000 feet of this site. Also disposal <br /> of soil and water from installation of the existing monitoring wells and sampling activities has not been <br /> discussed.
