These contamination levels <br /> and the loose nature of the soil in the vicinity of the tank <br /> suggest that groundwater may have been contaminated. <br /> Within sixty days of receipt of this letter, ECC is required to <br /> submit a work plan to 1) establish cleanup criteria for all <br /> parameters, 2) determine the extent of soil contamination, 3) <br /> determine the extent of groundwater contamination. After DHS <br /> approves the workplan, ECC may proceed with implementing the <br /> plan. After cleanup criteria have been established and the extent <br /> of contamination is determined, ECC will be required to submit <br /> and implement, upon approval by DHS , a plan for soil and <br /> groundwater remediation if necessary.
