Moore <br /> INSPECTION DATE: 31 July 1991 & 6 August 1991 <br /> INSPECTED BY: Jean McCue and Greg Vaughn GO <br /> ACCOMPANIED BY: Donald Shaulis (Depart. of Toxic Substances Control ) , Nora Kataoka <br /> (Water Work Corp. ) , Stanley Moore (Re-Manufacturing, Ltd.) <br /> 31 July 1991 <br /> OBSERVATIONS AND COMMENTS: <br /> Greg Vaughn and I conducted an inspection of the Re-Manufacturing facility on <br /> 31 July 1991. The purpose of the inspection was to determine sample locations for the <br /> fill area on site, attempt to determine property boundaries, and to discuss <br /> coordinating closure activities between Re-Manufacturing and Eldorado Chemical . Donald <br /> Shaulis from the Department of Toxic Substances Control (DTSC) , Nora Kataoka, from <br /> Water Work Corp. , and Stanley Moore, from Re-Manufacturing, were on site during the <br /> inspection. <br /> The condition of the site was different from the last inspection in May 1991 . Mr. <br /> Moore had removed more soils from the former surface impoundment excavation and <br /> stockpiled it on site. The levee around the excavation was noticeably reduced. The <br /> area east of the impoundment had also been regraded. Re-Manufacturing submitted a <br /> sampling plan on 22 July 1991 and a revised plan on 30 July 1991 . We discussed the <br /> plan and placement of borings during the inspection. The borings were to define and <br /> characterize the fill area adjacent to the surface impoundment. It was agreed that a <br /> minimum of nine borings to the east of the impoundment and four borings to the west of <br /> the impoundment would be sampled. Mr. Moore was also going to collect a sample in the <br /> floor of the impoundment, where a previous sample with a total lead concentration of <br /> 611 mg/kg was collected in May 1991. Samples were to be collected at roughly 1 feet, <br /> 5 feet, and 15 feet (or into native soil ) . <br /> ELDORADO CHEMICAL: <br /> We also observed the condition of Eldorado Chemical 's tank excavation which is east of <br /> Re-Manufacturing's surface impoundment excavation and adjacent to Mormon Slough. The <br /> tank was constructed above fill material . In May 1991 the excavation contained <br /> standing water. Mr. Shaulis observed water seeping into the impoundment on 14 May <br /> 1991. At the time of the 31 July 1991 inspection, there was no standing water. <br /> However, the bottom of the excavation was moist and moisture extended a short distance <br /> up the sidewalls. There was also green vegetation in the bottom of the excavation. <br /> High levels of lead have been found in the sidewalls and floor of Eldorado's <br /> f excavation, which contains fill material .
