Box 8098 <br /> Stockton, CA 95208 <br /> REVIEW OF ADDENDUM TO CLOSURE PLAN FOR RE-MANUFACTURING, LTD. , STOCKTON, SAN JOAQUIN COUNTY <br /> We have reviewed your 28 August 1991 addendum to the closure plan for Remanufacturing's <br /> surface impoundment. The plan is approved with modifications which we will prescribe in <br /> the Waste Discharge Requirements. We propose to draft Waste Discharge Requirements for <br /> the Board's consideration immediately upon receiving a Report of Waste Discharge for the <br /> continued discharge to land at the facility. The enclosed staff comments and the following <br /> major concerns must be addressed prior to implementation of your final closure: <br /> 1) Because the landfill , at times, will be inundated by Mormon Slough, additional vadose <br /> zone monitoring will be necessary to detect solubilization and movement of <br /> constituents within the fill material . <br /> 2) Field permeability tests are required by Chapter 15. You currently do not propose <br /> field permeability testing. <br /> 3) Foundation material must be tested for engineering properties to demonstrate <br /> sufficient support for the cap. <br /> 4) A CQA plan must be submitted for construction of the cap. <br /> 5) Long term post closure monitoring will be required. <br /> 6) How will the contaminated fill adjacent to the surface impoundment be closed <br /> concurrently with the closure of the surface impoundment area? <br /> To implement closure this year, we will need to work out any remaining differences we have <br /> as soon as possible. 1 suggest we meet with you and your consultant to discuss our <br /> comments on your closure plan.
