0 <br /> Introduction <br /> ACS has been retained by the current owner, CCJS, to conduct pre-remediation <br /> characterization. <br /> There are numerous tasks in the planning stage. The tasks confirmed at present stage include <br /> ground water sampling and soil characterization. The eventual goal is to apply for a clean <br /> closure by remediation. <br /> This workplan is based on the limited information as the results of previous investigations, and <br /> the partial, incomplete report of quarterly report by Advanced GeoEnviron mental, Inc., submitted <br /> to the California Water Quality Control Boards (WQCB) on May 23, 1996 [1996Q1]. The current <br /> proposed tasks are considered pre-cleanup SITE characterization, to quantity contaminated soil <br /> and to facilitate design of cleanup schemes and/or strategy. <br /> Background <br /> The SITE is an industrial complex currently owned by CCJS. The immediate previous owner <br /> was Stanley Moore. ACS is retained by CCJS to determine approximate cost to excavate and <br /> cleanup the soil, which was part of an "unpermitted landfill', using terminology from an official of <br /> California WQCB. The landfill, or surface impoundment, was created as a lagoon for disposing <br /> equipment decontamination wastes including steam-cleaning sludge in 1995 or earlier. In regard <br /> to environmental issues, the only known oversight government agency is: WQCB - Rancho <br /> Cordova, attention Mr. Ross Atkinson (Tel. 916-464-4614). Additionally the county has oversight <br /> authority on drilling projects, and County permits are required. The county and other agencies <br /> may also be involved in issuing soil excavation or soil-shipping permits. <br /> In mid-1990s a portion of the contaminated soil (i.e., hazardous wastes) was removed, and <br /> some low-level contaminated soil remained as of today. A ground water monitoring investigation <br /> was conducted in May 1996. The WQCB also had a Waste Discharge Requirement No. 95-065 <br /> (WDR) executed on approximately April 3, 1995. The WQCB received and on file one ground <br /> water report dated May 23, 1996 (1996Q1). This 1996Q1 Report was written on behalf of RE- <br /> Manufacturing, Ltd, Rental Machinery Co, and Stanley Moore. The Report did refer to three <br /> prior monitoring reports: July 1995, October 1995, and January 1996. ACS, however, did not <br /> have opportunity to review these earlier reports. <br /> No report after May 1996 was on file at WQCB, although the WQCB require reports quarterly in <br /> most cases. In addition Mr. Atkinson also indicated that although a clay cap was placed on the <br /> landfill, the cap was not certified. <br /> ACS also conducted a limited Phase II soil investigation of the industrial complex for Cathay <br /> Bank, dated July 25, 2007. Only a soil sample was located near the landfill. The sample <br /> detected about 1,000 parts per million lead. <br /> SITE Conditions <br /> The "unpermitted landfill' is located at the northeast portion of the SITE. Four lysimeters and <br /> three monitoring wells are known to be on the property. The conditions of the wells (two inches <br /> in diameter) and lysimeters are confirmed by a field check recently (Fig. 1). The four wells were <br /> installed to the depths of about 70 to 72 feet.
