MOORE <br /> FOR ECLOSURE OF SURFACE IMPOUNDMENT AS CLASS I LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (hereafter Board)finds N <br /> that: 1 <br /> 1. Re-Manufacturing Ltd. owns and operates a manufacturing business at 1825 East. Charter <br /> Way in Stockton, San Joaquin County. Rental Machinery Co., Inc. is a General Partner ofrn <br /> Re-Manufacturing Ltd. Mr. Stanley S. Moore is the president of Rental Machinery Co., Inc., 1 <br /> and the owner of the Moore Industrial Complex where these businesses are located. Hereafter <br /> Re-Manufacturing Ltd., Rental Machinery Co., Inc., and Stanley S. Moore will be referred to <br /> collectively as Discharger. The Discharger has submitted a Soil and Ground water Assessment • <br /> Report, dated 13 December 1990, a Surface Impoundment Closure Plan, dated 14 December A <br /> 1990, and an Addendum to Surface Impoundment Closure and Post-Closure Maintenance <br /> Plan, dated 28 August 1991. <br /> 2. The Waste Management Unit(WMU) is not currently regulated by Waste Discharge T <br /> Requirements. The Dischargers existing monitoring program for ground water, surface <br /> water, and the unsaturated zone for this WMU does not satisfy the requirements outlined in <br /> Article 5 of Chapter 15 of Division 3 of Title 23 CCR, as amended July 1,1991. T - <br /> 3. The five-acre facility is comprised of Assessor's Parcel Number 07207-4. Waste disposal 1 <br /> activities have occurred on approximately 0.1 acre consisting of a surface impoundment and a <br /> landfill. The facility is in Stockton in Section 45 of Campo De Los Franceses (approximately <br /> TIN,R7E,MDB&M) as shown in Attachment A, which is incorporated herein and made part 7 <br /> of this Order. <br /> 4. The waste management unit consisted of an unlined surface impoundment for disposal of liquid <br /> wastes generated from steam cleaning operations and an unpermitted landfill for sand blast T <br /> material used in paint stripping processes as shown in Attachment B, which is incorporated 4L' <br /> herein and made part of this Order. <br /> 5. The surface impoundment was first operated by the Discharger in 1970. Sampling of liquid <br /> from the impoundment and soils in the surface impoundment in 1987 and 1989 revealed <br /> hazardous levels of lead. The wastes were hazardous according to Section 66261.24 of Title <br /> 22 of the California Code of Regulations (CCR). In accordance with the 1984 Toxic Pits <br />
