WASTE DISCHARGE REQUIREMENTS -6- RE-MANUFACTURING LTD, RENTAL MACHINERY CO., INC., AND STANLEY S. MOORE CLOSURE OF SURFACE IMPOUNDMENT AS CLASS I LANDFILL SAN JOAQUIN COUNTY 3. The discharge of any new source of waste at this facility is prohibited. 4. The discharge of solid or liquid waste or leachate to surface waters, surface water drainage courses, or ground water is prohibited. 5. The discharge of waste to ponded water from any source is prohibited. B. DISCHARGE SPECIFICATIONS General Specifications 1. Wastes shall be confined to the WMUs specifically designed for their containment as stated in Findings 4, 7, 17, 18, and 20 of this Order, and shown on Attachment B. 2. All wells within 500 feet of the waste management unit shall have sanitary seals which meet the requirements of the San Joaquin County Health Department or shall be properly abandoned. A record of the sealing and/or abandonment of such wells shall be sent to the Board and to the State Department of Water Resources. 3. Closed waste management units shall be provided with at least two permanent monuments installed by a licensed land surveyor or a registered civil engineer, from which the location and elevation of wastes, containment structures, and monitoring facilities can be determined throughout the post-closure maintenance period. C. CLOSURE SPECIFICATIONS 1 . Clay liners and closed surface impoundment caps shall have a maximum hydraulic conductivity of 1x10-7 cm/s and a minimum relative compaction of 90 percent. Hydraulic conductivities of cap materials shall be determined by laboratory tests using water. Hydraulic conductivities determined through laboratory methods shall he confirmed by field testing of the finished liner. Construction methods and quality assurance procedures shall be sufficient to ensure that all parts of the cap meet the hydraulic conductivity and compaction requirements. 2. The closed surface impoundment cap shall have a minimum of two feet of compacted clay liner material overlain by six inches of drainage gravel, a filter fabric, and one foot of vegetative soil cover for erosion protection. 3. Vegetation shall be planted and maintained over each closed waste management unit. Vegetation shall be selected to require a minimum of irrigation and maintenance and shall have a rooting depth not in excess of the vegetative layer thickness. 4. Closed waste management units shall be graded to at least a three-percent(3%)grade and maintained to prevent ponding and erosion.
