Moore <br /> Closure of Surface Impoundment as Class I Landfill <br /> San Joaquin County <br /> Stanley Moore owns and operates the Moore Industrial Complex, which comprises of Re- <br /> Manufacturing Ltd. and Rental Machinery Co., at the northeast corner of Charter Way and Beighle <br /> Street, in the City of Stockton. The facility steam cleans, chemically strips paint, and sand blasts <br /> trucks and machinery for repainting purposes. Liquid waste, consisting of solvents, acids and other <br /> industrial chemicals from the manufacturing processes were disposed to an unlined surface <br /> impoundment at the site from approximately 1970 until 1988. <br /> In 1987 sampling of the liquid from the surface impoundment revealed hazardous levels of lead. <br /> Discharge of liquid hazardous wastes or hazardous wastes containing free liquids to surface <br /> impoundments after 1 January 1985 was regulated by the Toxic Pits Cleanup Act(TPCA). <br /> In 1989 the Regional Board issued a Cleanup and Abatement Order requiring the Discharger to <br /> remove all hazardous materials from the surface impoundment and to submit a hydrologic <br /> assessment report for the facility. As part of the site investigation, the Discharger installed 3 ground <br /> water monitoring wells to assess the extent of lead contamination in ground water. <br /> The Discharger initiated cleanup activities in 1991. Contaminated surface impoundment materials <br /> were excavated from the surface impoundment and transported to a Class I landfill. Confirmation <br /> sampling of the soils under and adjacent to the surface impoundment indicated hazardous levels of <br /> lead extended beyond the surface impoundment unit. The source of the hazardous levels of lead in <br /> adjacent soil is possibly due to previous landfilling practices. <br /> The closure plan submitted by the Discharger indicated that only surface impoundment materials <br /> would be removed. Concentrations of lead above the soluble limit threshold concentration (STLC) <br /> for lead remain in place, thus the surface impoundment was not clean closed. Therefore, the surface <br /> impoundment was closed as a Class I landfill with remaining hazardous wastes to be left in place. <br /> The waste management unit was closed with an engineered clay cap and a gravel drainage layer. A <br /> final report and certification for the cap construction has not been submitted by the Discharger. <br /> These closure and post closure WDRs are needed for the completion of closure requirements (to <br /> include engineering certification) and to implement a quarterly ground and surface water monitoring <br /> to measure the effectiveness of the closure activities with respect to water quality protection. <br />
