The reports indicate the closure is taking much longer than <br /> anticipated and in some cases is not being conducted in accordance with your approved <br /> closure plan. Specifically, we have noted the following discrepancies: <br /> 1 . The bottom portions of the clay cap have not been protected by the drainage <br /> system and top soil prior to covering with rip rap. This may allow for <br /> cracking of the protective cap or partial erosion of the clay. <br /> 2. Field permeability testing of the clay cap has not been performed in sequence <br /> as the closure is completed. This will result in disturbance of the soil <br /> cover, drainage system and filter fabric when the tests are performed. <br /> 3. Lysimeters have not been installed below the clay cap. <br /> 4. Because of the delay associated with completing the closure, the integrity of <br /> the clay cap could have been compromised by cracking due to wetting and drying <br /> periods. <br /> The above four issues must be addressed as part of the engineer certification when <br /> approval of the final closure is requested. <br /> Also noted during one of the inspections was the hauling of sand blast material from <br /> your facility. These materials are waste products and may be hazardous.
