• • <br /> RE-MANUFACTURING LTD. -2- 24 January 1992 <br /> 16 January 1992 Inspection <br /> As noted in previous inspections, the lower rip-rap was placed directly over the clay <br /> cap which exposes the cap to shrinking, swelling, cracking and/or future deterioration. <br /> This is a major change form the cap profile in the approved closure plan and will have <br /> to be addressed prior to the Board's final approval of closure. Mr. Moore also said <br /> he would put in the concrete drain as planned. Mr. Moore again expressed his desire <br /> to avoid the field permeability testing of the clay cap. He stated that all of the lab <br /> permeability test results on the cap had exceeded the minimum requirements. I told him <br /> that the field permeability tests and lysimeters were still required. Mr. Moore stated <br /> that he planned to ask the Board to waive the field permeability requirement. But if <br /> they didn't, he would do the tests. As Mr. Moore has been told many times in the past, <br /> since field permeability is a requirement of Chapter 15 regulations, the Board does not <br /> have the discretion to waive the test. <br /> The soil waste piles from previous excavations were still on site and are uncovered. <br /> Mr. Moore had stated that the waste would be disposed of at Chem Waste Management- <br /> Kettleman Hills. I asked Mr. Moore what his plans were for the waste piles. He said <br /> he would contact Chem Waste and determine what tests they need. As I left the site, <br /> I noted barrels containing soil from past borings that need to be disposed of in an <br /> appropriate manner. <br /> Water Work Corp. was also conducting the quarterly ground water sampling, beginning <br /> with MW-1. Ms. Kataoka stated that vandals had come on site recently and knocked over <br /> some barrels containing purge water. About 1/4 of the contents of the barrels had been <br /> spilled to the ground. The levels of contaminants in the purge water should be very <br /> low. <br /> There was a small puddle of reddish water at the outlet of the storm drain leading to <br /> Mormon Slough. The source of the red color is unknown. I also observed water in <br /> Eldorado' s tank excavation. <br /> I took photographs during the inspection and left the site when the crew broke for <br /> lunch. <br /> INSPECTION SUMMARY: <br /> The landfill closure is proceeding after about a month long break. The additional rip <br /> rap and concrete drain are scheduled to be installed by 24 January 1992, according to <br /> Mr. Moore. Additional work is required to complete the closure, including installation <br /> of lysimeters and field permeability tests, as proposed in Re-Manufacturing's <br /> 5 October 1991 "Surface Impoundment Closure Construction Quality Assurance Plan" .
