No. 000328 <br /> SENT VIA EMAIL <br /> Mr. Michael Infurna <br /> San Joaquin County Environmental Health Department 1 <br /> 600 East Main Sheet <br /> Stockton, California 95202 <br /> Dear Mr. Infurna, / <br /> Re: Installation and Sampling of Five Foot Depth Boreholes, Former Agricultural <br /> Chemical Distribution Facility,1904 West Charter Way,Stockton,California <br /> Pursuant to our telephone conversation of October 19, 2010, I investigated what had <br /> transpired in regards to the subject borehole activity at the 1904 West Charter Way facility <br /> (Site) on October 1,2010. As 1 had discussed with you,Conestoga-Rovers and Associates <br /> (CRA) was called in on an urgent basis to complete the senu-annual sampling at the Site <br /> pursuant to Monitoring and Reporting Program No. R5-2002-0831 issued by the California <br /> Regional Water Quality Control Board, Central Valley Region. The urgency was due to <br /> the recent release by Glenn Springs Remediation Management, Inc. (GSRNII) of their Site <br /> consultant, AMEC Geomatrix (AMEC). The following narrative provides a summary of <br /> the activities and occurrences that led to the boreholes being installed without a new <br /> permit. <br /> In early September, 2010,CRA received information from GSRMI that CRA personnel <br /> would be needed to complete the second quarter 2010 sampling activities at the Site and <br /> that the Source Group (SG) would be assuming Site consultant oversight. CRA was <br /> provided copies of the previous Site sampling program reports as prepared and submitted <br /> by AMEC. As the semi-annual sampling; was to be completed before the end of <br /> September, CRA's Sampling crew visited the Site, completed activity preparations, and <br /> arranged for sample anoly.ws. / 1, <br /> In mid September, prior to initiating Site activities, CRA, GSM RI and SG held a conferonco <br /> CAI to discuss the sampling program JOVistics Md schedule. At that lime, the collection of <br /> the soil samples was discussed and CRA's technician indicated that the samples could be <br /> collected vin hand auger.
