(Geomatrix) for the former OxyChem/Simplot facility <br /> at 1904 W. Charter Way in Stockton. OxyChem/Simplot proposes to install a new surface water <br /> drainage system consisting of two pumps, approximately 450 feet of pipe, and a retention basin on the <br /> adjacent property south of the site. The purpose of the system is to inhibit off-site transport of <br /> contaminated stormwater runoff. According to the Geomatrix letter, Leo and F7va Volpi, the site <br /> property owners, have applied for a lot line adjustment to merge the site with the adjacent property south <br /> of the site, thereby making the retention basin on the site property. <br /> The Regional Board adopted Resolution No. 82-036 to waive waste discharge requirements (WDRs) for <br /> certain discharges, including storm water runoff where no water quality problems are contemplated. <br /> Since water quality problems exist with the stormwater runoff, WDRs will be required. I have enclosed <br /> a Report of Waste Discharge (application) for the proposed stormwater runoff retention basin. <br /> OxyChem/Simplot needs to submit the enclosed application signed by the property owner(s). Since the <br /> site is under our cleanup and abatement cost recovery program, the application will be reviewed and the <br /> permit administered under the cost recovery program. Additionally, since the basin will contain polluted <br /> runoff, it will need to be lined.
