Wilson Way <br /> Stockton, CA 95205 <br /> REPORT OF WASTE DISCHARGE (RFD)SUBMITTAL, GEWEKE LAND <br /> DEVELOPMENT AND MARKETING (GLDM, SAN JOAQUIN COUNTY <br /> In a telephone conversation yesterday,we discussed a plan for the addition of liquid ammonium <br /> nitrate to gasoline-contaminated soil and and both ammonium nitrate and hydrogen peroxide to <br /> contaminated groundwater at the GLDM site in Lodi. We previously received two documents <br /> dated 2 April 1997 and 16 April 1997 outlining the proposal. Since this proposal could affect the <br /> waters of the state, you are requested to file a Report of Waste Discharge (RWD)with this office. <br /> The California Water Code requires any person subject to section 13260(a) to file with the <br /> Regional Board a report of the discharge containing such information as the Board requires. <br /> Each report shall be accompanied by a filing fee. The Water Code further provides that no <br /> person shall initiate any new discharge before the adoption of waste discharge requirements <br /> (WDRs), the expiration of 120 days after filing a complete RWD, or the Regional Board's <br /> waiver, whichever occurs fust. <br /> Enclosed are: <br /> Instructions, filing fee schedule and blank Report of Waste Discharge form; <br /> • Additional information requirements; and, <br /> • an information sheet on the California Environmental Quality Act(CEQA) <br /> As we discussed, the filing fee, which constitutes the fust year's annual WDRs fee, is based on <br /> both threat to water quality and complexity, as stated in the enclosed annual fee schedule. Based <br /> on information provided so far, staff have determined that the proposed discharge would be rated <br /> as a 2-C, Non-Chapter 15, for a$900 fee. The RWD must include a check made payable to the <br /> State Water Resources Control Board. <br /> The following information should be included in your application: an updated and detailed <br /> project description that includes scientific predictions of the processes that will occur in the soil <br /> and groundwater. This description should include: <br /> Recycled Paper Our mission is m preserve and enhance the quality of California's water resources,and <br /> ensure theirproper allocation and efficient use for the benefit of present and future generations. <br />
