Geweke was told that they have time to proceed with WDRs if they thing they may have to <br /> add nitrates at a later date but they must begin CEQA work now. An EIR or Negative Declaration <br /> are required by CEQA for this type of discharge. <br /> Because of the permitting delays, Geweke was not able to begin remediation by 15 November as <br /> required in the C&A. They are not in compliance with the C&A until they begin remediation. <br />
