The property is owned and operated by Geweke Land
Development and Marketing (Geweke), a general partnership. Cleanup and Abatement (C&A)
Order No. 90-702, issued on 5 March 1990, ordered Geweke to investigate and remediate soil
and groundwater contamination at their site and submit required reports. C&A Order No. 90-702
was rescinded on 15 March 1993, and C&A Order No. 93-701 was issued. C&A Order
No. 93-701 ordered Geweke to complete site investigation, submit a final remediation plan, and
initiate soil and groundwater remediation. C&A Order No. 93-701 included Monitoring and
Reporting Program No. 93-701.
This Monitoring and Reporting Program (MRP)is issued pursuant to Section 13267 of the
California Water Code and is designed to delineate groundwater contaminant plumes and
determine whether remediation efforts are effective. The Discharger shall not implement any
changes to this MRP unless and until a revised MRP is issued by the Executive Officer. This
MRP replaces the requirements listed in MRP No. 93-701,which was issued on 15 March 1993.
Prior to construction of any new groundwater monitoring or extraction wells, the Discharger
shall submit plans and specifications to the Board for review and approval. Once installed, all
new wells shall be added to the monitoring program and shall be sampled and analyzed
according to the schedule below.
GROUNDWATER MONITORING
As shown on attached Figure 1 from Advanced GeoEnvironmental's 25 April 2001 First Quarter
Groundwater Monitoring Report, there are currently 14 monitoring wells (MW-1 through
MW-14), and one extraction well(EW-1) installed both on-site and off-site. The groundwater
monitoring program for all 15 wells and any wells installed subsequent to the issuance of this
MRP, shall follow the schedule below. Monitoring wells with free phase petroleum product or
visible sheen shall be monitored for product thickness and depth to water only. If a groundwater
extraction system is initiated, the groundwater extraction operational data including total volume
of extracted groundwater shall also be provided in quarterly monitoring reports. Sample
collection and analysis shall follow standard EPA protocol.
