The second <br /> phase, to begin after all permits (or negative declaration) are <br />' approved, will concentrate on the groundwater. <br /> 7.1 Soil Remediation <br /> Because the soil contamination continues to - be a source of <br /> contamination for the fluctuating groundwater, GeoAudit believes it <br /> will facilitate groundwater clean-up if the soil is addressed <br /> first.
