Cherokee Lane
Lodi, CA
In a letter dated June 2, 2006, San Joaquin County Environmental Health Department(EHD)
informed the Executive Officer of the California Regional Water Quality Control Board, Central
Valley Region (CVRWQCB), that EHD had determined that the site investigation and remedial
action of contamination resulting from an unauthorized release from the underground storage
tanks formerly located at the above referenced site had been completed as is required in our
Local Oversight Program contract with the State Water Resources Control Board. In a letter
dated September 26, 2006, the CVRWQCB Executive Officer did not concur with EHD's
determination. This letter is to inform you and by copy of it to the CVRWQCB that EHD is
transferring the site to the CVRWQCB for further oversight.
Please be advised that the San Joaquin County Ordinance Code requires well permits be
obtained from EHD whenever any well or boring is constructed or destroyed, including boreholes
for environmental investigation, and that the fieldwork be inspected. EHD must charge for the
staff time spent permitting and inspecting these well/borings. The current hourly rate charged by
EHD is $95. To process future well/boring permit applications needed to conduct work required
by CVRWQCB, an account must be established with EHD. Enclosed is a Master File Record
(MFR) for you to complete and return to EHD with a payment of $285 (minimum three hours of
work). This payment will be credited to your account code for this site and is required before the
next well/boring permit can be issued. After the first three hours of work, staff time on your site
will be multiplied by the hourly rate and you will be billed accordingly.
If you have any questions contact me at(209)468-3449.
Donna Heran, REHS
Director of Environmental Health
Margaret Lagorio, REHS
Program Coordinator Unit IV
Enc.
