Hinson
San Joaquin County Public Health Services
Environmental Health Division
445 North San Joaquin Street
P. O. Box 388
Stockton, CA 95201
Subject: ARCO Service Station No. 760, located at 225 South Cherokee Lane, Lodi
and ARCO Service Station No. 548, located at 1612 Hammer Lane,
Stockton, California
Ms. Hinson:
At the request of ARCO Products Company (ARCO),EMCON Associates (EMCON) has
evaluated information/data gathered during site investigations conducted at ARCO service
station No. 760 (Lodi site) and No. 548 (Stockton site) in an effort to prioritize which site
warrants the next available San Joaquin County designated ARCO vapor extraction
treatment unit. The evaluation was requested by San Joaquin County Public Health
Services, Environmental Health Division (PHS/EHD) in the meeting held on August 9,
1994 at the office of PHS/EHD, and confirmed in PHS/EHD's letter dated August 29,
1994, stating further evaluation is necessary at each site to determine the site's
prioritization to obtain the vapor extraction treatment unit. The vapor extraction treatment
unit has been purchased by ARCO and has been designated for remediation at ARCO
sites located in San Joaquin County. The treatment unit is currently being assembled and
should be ready for delivery in the fourth quarter of 1994.
The evaluation included calculating the total estimated hydrocarbon mass in soil,
reviewing groundwater gradient and flow directions, estimating the permeability of
subsurface materials containing hydrocarbons, and identifying water supply wells in the
area. Data used for the evaluation of the two ARCO sites consisted of boring logs, soil
and groundwater laboratory results, cross sections, isoconcentration and flow direction
maps, and a well survey. This information was gathered from reports generated for
ARCO,which have been previously submitted to PHS/EHD. The results of the evaluation
are presented below.
