CHEROKEE LANE,
LODI, SAN JOAQUIN COUNTY(CASE NO. 2)
On 5 June 2006, 1 received the San Joaquin County Environmental Health Department's
(SJCEHD) Case Closure Summary (attached letter) for the ARCO Service Station No. 760,
225 S. Cherokee Lane in Lodi (Site), with a request for closure concurrence from the
Executive Officer of the Central Valley Regional Water Quality Control Board (Regional
Board). I reviewed the Case Closure summary and the Site file, and do not recommend
concurrence with the closure request. Below is a summary of the Site history and my
comments.
There are two underground storage tank (UST) cases associated with this Site:
• Case #1, a first generation of USTs removed between 1988 and 1991, and closed by
SJCEHD with Regional Board concurrence in 1997. Case #1 did not include analysis
for the fuel additive 1,2-Dichloroethane (1,2-DCA), and
• Case #2, a second generation of USTs removed in 2002 with groundwater monitoring
to the present, which does include the 1,2-DCA analysis.
Case #1: At the Site (Attached Map), one 550-gallon waste oil UST was removed in
September 1988. Subsequently two 6,000-gallon and one 8,000-gallon gasoline USTs, one
550—gallon and one 400-gallon waste oil USTs were removed in June 1991 and in July 1991.
After the 1991 USTs removal, four new gasoline USTs were installed in the gasoline tank pit
and the station continued operations. Due to the presence of sands and silts beneath the
Site, soil vapor extraction was the preferred soil remediation. At the conclusion of the soil
remediation in 1997, the consultant estimated the remaining residual contaminant mass in soil
as 1,730 gallons of Total Petroleum Hydrocarbons as gasoline (TPHg) and 1,390 gallons of
Total Petroleum Hydrocarbons as diesel (TPHd).
