Cherokee
Lodi, CA
San Joaquin County Public Health Services, $nvironmental Health Division
(PHS/EHD) has reviewed your letter dated June 21, 1994.
In the letter you state that you complied with all of San Joaquin County's
requirements in 1988 when the underground storage tanks (UST's) were removed.
Unfortunately this is not the case. When PHS/EHD approved the work plan for the
removal of the UST's one of the conditions listed was that Method 8020 would be
used to analyze the soil samples for benzene, toluene, and xylene (BTX) .
California Water Labe used the headepace method instead. A copy of the approval
conditions and the letter from California Water Labs stating the method used are
enclosed for your reference.
In July 1993 when you requested a closure letter, PHS/EHD sent you a memo
outlining your options at that time (copy enclosed) . The option for obtaining
closure informed you that you must remove and sample the soil beneath the product
lines and resample previous sample locations.
On April 22, 1994 the piping was removed and soil sample results as well as
PHS/EHD staff observations confirmed soil contamination.
You have applied to the State Water Resources Control Board Cleanup Fund Program
for reimbursement of cleanup costs. In order for you to be reimbursed you must
proceed with the investigation and remediation of the contamination at your site.
Please be advised that if PHS/FM does not receive a work plan to lnvest`igate the
extent of the contamination by the August 1, 1994 date, that you will not be in
compliance with PHS/8HD directives and your eligibility for cleanup funds will
be jeopardized.
If you have any questions contact Margaret Lagorio at (209) 468-3449.
Donna Heran, RENS, Director
Environmental Health Division
Margaret Lagorio, Lead Senior REHS D e son, REHS
Site Mitigation Unit Supervisor
ML
Enc.
c: SWRCB - Barbara Andersen
A Di%ision of San Joaquin County Health Care Services
