(GZA) on behalf of
D&D Properties, LLC (D&D) for the former Tiger Lines Truck Yard on South Cherokee
Lane in Lodi (Site). The RAW was submitted in response to our 20 October 2009
comment letter that provided comments on the 17 September 2009 Removal Action
Workplan, Petroleum Hydrocarbon Contaminated Soil(Work Plan). In the RAW, D&D
states that the former owner and operator of this site was LTS Rentals, not Tiger Lines as
stated in previous documents.
In response to our comments, the RAW proposes to:
• evaluate the potential health risks presented by residual contamination in soil using
the Department of Toxic Substances Control DTSC's Preliminary Endangerment
Assessment Manual (PEA) if cleanup goals calculated using the Central Valley
Water Board's June 1989 Designated Level Methodology for Waste Classification
and Cleanup Level Determinations (DLM) are not achieved,
• backfill the excavation at the former dispenser island if residual contamination is not
detected by visual and olfactory senses, and submit soil samples to an analytical
laboratory in order to determine if residual contamination is present. The backfill
material will be re-excavated and trenching will continue laterally and vertically if soil
contamination is discovered.
We concur with the schedule presented in the RAW. By 29 January 2009 submit a
Removal Action Report describing the results of the cleanup.
California Environmental Protection Agency
rho*Recycled Paper
