The facility ' s business plan was not submitted electronically to the California Environmental Reporting System ( CERS) . As of January 1 , 2013 , all businesses were required to submit all business plans electronically . Immediately log into the CERS at http : //cers . calepa . ca . gov/, enter the correct or updated information , and submit to the EHD for approval . This is a repeat violation , Class II , 3 HSC 25507 Failed to establish and implement a hazardous materials business plan . A Hazardous Materials Business Plan has not been established or implemented . A Hazardous Materials Business Plan shall be established and implemented for emergency response to a release or threatened release of a hazardous material when storing hazardous materials at or above the thresholds quantities of 55 gallons for materials that are liquids , 500 pounds for solids , or 200 cubic feet for compressed gas , at standard temperature and pressure . Immediately log into the California Environmental Reporting System ( CERS) at http ://cers . calepa . ca . gov/, enter the required information , and submit for review by the EHD . This is a repeat violation , Class II , 4 CCR 2652 (a ) ( 1 ) Failed to complete and/or submit the Business Activities or Owner/Operator Identification page . The Business Owner/Operator Identification form has not been submitted . This information must be current and submitted as part of the business plan . Immediately log into the California Environmental Reporting System (CERS) at http : //cers, calepa . ca . gov/, enter the correct or updated information , and submit to the EHD for approval . This is a repeat violation , Class II . 5 HSC 25505 ( a) ( 1 ) Failed to complete and /or submit hazardous materials inventory for all reportable materials on site . Nine 8 gallon propane cylinders , greater than 1 , 359 gallons of diesel ( actual volume was not available ) , two 55 gallon drums of waste oil , one 55 gallon drum of antifreeze , one 282 cubic oxygen cubic foot cylinder, and one 265 gallon tote of motor oil were found on site that have not been reported . Any material that meets or exceeds the reportable quantity shall be reported in the facility ' s business plan .
