American having Systems, Inc. <br /> Direction,Rate of Flow & Total Quantity of a Potential Discharge <br /> 40 CFR 112.7(b) <br /> American Paving Systems, Inc. is located on private property and the main fuel tank is <br /> located south of the main building. The single wall steel fuel oil product tanks are designed with a. <br /> containment system engineered to contain oil product fluids if the primary wall is compromised. <br /> No liquid discharge is expected to escape the containment's secondary wall. In the event of the <br /> failure of oil product storage tank's wall all of the contents may discharge into the concrete <br /> containment and appropriate mitigation measures would be employed. No liquid will escape the <br /> boundaries of the secondary containment wall_ No spill or release will reach navigable water ways. <br /> With the exception of a failure of the secondary containment wall, the wall will hold the <br /> discharged volume of the #2 Diesel tank within its boundaries and have the freeboard for <br /> precipitation. Spill kits are located at the fueling area to address any spill or discharge of oil <br /> products. <br /> Any discharge would be contained, controlled and the waste would be properly disposed <br /> of in a proper manner. All users of oil products are aware of the clean-up requirements and only <br /> employees of American Paving Systems, Inc. have access to the oil products on site. <br /> Delivery drivers loading oil products into American Paving Systems, Inc.'s fuel tank is <br /> trained to haul oil products_ In the event of a discharge or spill the driver is trained and capable of <br /> controlling and mitigating the spill. Proper clean-up and disposal methods shall be employed and <br /> all waste shall be contained, labeled and removed as required. <br /> Although spills are not expected, American Paving Systems, Inc. is committed to <br /> minimizing any impact from an oil product discharge. All discharges will remain on site and if a <br /> discharge occurs American Paving Systems,Inc. will commit the resources,and if needed,contact <br /> one, or more, of their clean-up contractors to assist. All containment, clean-up and disposal will <br /> be managed by American Paving Systems, Inc.'s management to insure the proper handling of <br /> waste products. No spill or release is capable of reaching navigable water ways under the current <br /> operational systems used by American Paving Systems, Inc. All potential discharges will remain <br /> within a controlled setting and will not be released beyond the boundaries of American Paving <br /> Systems, Inc.'s controls. <br /> Rate of discharge will vary from size of the discharge.With a release from a tank discharge <br /> rate 500 Gallons per minute. Discharge rate from the#2 Diesel delivery hose during refueling will <br /> be at 300 Gallons per minute_ <br /> r, <br /> 22 <br />
