3.0 OIL SPILL REPORTING REQUIREMENTS - §110.6 <br /> Any person in charge of a vessel or of an onshore or offshore facility shall, as soon as he or she has <br /> knowledge of any discharge of oil from such vessel or facility in violation of section 311(b)(3)of the <br /> Act,immediately notify the National Response Center(NRC) 1-800-424-8802. If direct reporting <br /> to the NRC is not practicable, reports may be made to the Coast Guard or EPA pre-designated On- <br /> Scene Coordinator(OSC) for the geographic area where the discharge occurs. <br /> Below are the Federal oil spill reporting requirements. In addition to the Federal reporting <br /> requirement, there are several levels of reporting requirements for State and Local Agencies as well <br /> was internal(Company)reporting requirements,which are triggered by an oil spill event. Appendix <br /> A contains Spill Notification guidelines. <br /> Notifications should be made by the Emergency Coordinator or his Alternate. Notifications should <br /> be made as quickly as possible and should not be delayed pending collection of information. <br /> Supplemental information and corrections to previously reported information can be made following <br /> the initial notification. <br /> Federal(NRC)Reporting Requirements <br /> Verbal <br /> When the threshold reporting quantities referenced below are exceeded the Emergency Coordinator <br /> or his alternate will notify the National Response Center. Subsequent to notifying the NRC, <br /> notifications will be made to other state and local agencies as required. External reports will be <br /> initially by telephone. <br /> Written—§I12.4(a) <br /> A written report must be filed whenever harmful quantities of petroleum substances are released as <br /> follows: <br /> "A discharge of more than 1,000 U.S. Gallons of Oil into navigable waters in a single event, or two <br /> discharges or more of 42 gallons or more in a twelve month period of time. A discharge is defined <br /> as a release which: <br /> a) Results in released quantities "that violate applicable state water quality standards",or <br /> b) "Cause a film or sheen upon or discoloration of the surface of the water or ad j oining shoreline <br /> or cause a sludge or emulsion to be deposited beneath the surface of the water or adjoining <br /> shorelines" <br /> When the threshold criteria are exceeded,the Company will submit the following information within <br /> 60 days of the spill event to the EPA Regional Administrator, and at the same time to the California <br /> EPA and other agencies as required(see Appendix A). <br /> 1) Name of the facility; <br /> 2) Your name; <br /> 3) Location of the facility; <br /> 4) Maximum storage or handling capacity of the facility and normal daily throughput; <br /> 5) Corrective action and countermeasures you have taken,including a description of equipment <br /> repairs and replacements; <br /> 6) An adequate description of the facility, including maps, flow diagrams, and topographical <br /> maps, as necessary; <br /> 7) The cause of such discharge as described in §112.1(b), including a failure analysis of the <br /> system or subsystem in which the failure occurred; <br /> 13 <br />
