18.0 SPCC REQUIREMENTS FOR ONSHORE FACILITIES - §112.8 <br /> As described in Sections 5.0 and 9.0 of this Plan,the facility has adequate discharge and drainage controls. <br /> 18.1 Facility Drainage—4112.8(b) <br /> The surface water runoff at the Terminal is primarily across the parking area surface away from the <br /> Terminal buildings to a storm sewer system and in some areas is directly into storm water drainage ditches. <br /> The storm sewers and drainage ditches then flow to the northwest side of the site to the city drainage ditches. <br /> Figure 1 shows the drainage patterns at the Terminal. Drainage at the facility is discussed in Section 5.0 of <br /> this Plan. <br /> 18.1.1 Valves&Pumps on Diked Areas—§112(8)(b)(1-2) <br /> As discussed in Section 12.0, aboveground pumps, piping, valves, connections and other oil-handling <br /> equipment are visually observed daily by YRC personnel for leaks,drips,corrosion and other signs of leaks <br /> or potential leaks. Piping, pumps, valves and connections associated with the storage areas are also <br /> inspected monthly and the results recorded on the Monthly Inspection Form(see Appendix A). The fuel <br /> product tanks are protected from overfilling by high-level alarms, level gauges, or visual observation. <br /> Diked areas are maintained as described in Section 5.0. <br /> 18.1.2 Facility drainage from undiked areas—§112.8(b)(3) <br /> There is no drainage from undiked areas at the station that are exposed to oil storage,with the exception of <br /> the truck loading/unloading areas. Spills in these areas will be promptly cleaned up to prevent discharge to <br /> the city drainage system. If necessary, temporary diking can be constructed and/or sorbents deployed to <br /> contain a spill and to prevent carry-off from storm water. <br /> 18.1.3 Drainage diversion system—§112.8(b)(4) <br /> As described in Sections 5.0 and 9.0, this facility has adequate drainage structures from EPA regulated <br /> areas where petroleum products are stored to prevent discharges contaminated with petroleum products <br /> from migrating off the property. <br /> 18.2 Facility Drainage Systems—4112.8(b)(5) <br /> Drainage waters are not treated at this facility,therefore this section is not applicable <br /> 18.3 Bulk Storage Tanks—4112.8(c) <br /> Oil storage tanks are constructed and used in accordance with good engineer practices and industry <br /> standards. <br /> 18.3.1 Tank Compatibility—§112.8(c)(1) <br /> Storage and usage areas are constructed of materials compatible with the material stored and conditions of <br /> storage. The existing tanks have pressure and/or vacuum relief devices or vents to protect the tanks and <br /> have protective coatings as needed for corrosion protection. <br /> New oil storage tanks constructed or installed at the Terminal will be of materials and construction <br /> compatible with the material stored and the conditions of storage. They will also conform to relevant <br /> industry standards, such as the American Petroleum Institute (API), National Fire Protection Association <br /> (NFPA), Underwriters Laboratories (UL), and American Society of Mechanical Engineers (ASME). <br /> Impervious secondary containment will be incorporated into all new tank designs and will have a capacity <br /> 41 <br />
