The destruction of the wells occurred pursuant to the regulatory site closure
approved by San Joaquin County Environmental Health Department(SJCEDH), in a
letter dated December 9, 2010.
Prior to mobilization, a well destruction permit was obtained from the SJCEHD. A copy
of the permit is included in Appendix A. Figure 2 shows the locations of the former
wells.
The three groundwater monitoring wells were properly destroyed by over drilling both
the well casing and filter pack materials using a hollow stem auger(HSA) drilling rig.
The boreholes were subsequently backfilled with tremied neat cement grout in
accordance with SJCEHD requirements and California Well Standards 74-81 and 74-90.
The well boxes were removed and the void space was then backfilled with neat cement
grout to within 0.5 feet below grade, and capped with dirt and gravel to match existing
surface. Well destruction details are summarized in Table 1.
Waste residuals (soil cuttings, wastewater and grout)were placed in California
Department of Transportation (DOT) approved 55-gallon drums and temporarily stored
on site pending profiling and disposal. On January 19, 2011, Environmental Logistics,
Inc. transported 12 drums to the Filter Recycling Services disposal facility located in
Rialto, California. The waste manifest for the twelve drums is included in Appendix B.
