line would also result in only a minor spill since the ant-siphon valve on the fueling pump would stop the flow. A break
in the fuel delivery piping during fueling would also be limited by the operator. Therefore, the planning scenario
(maximum probable spill)remains the same for these two interconnected tanks: 100 gallons.
These two tanks do operate as a single storage unit. However, the individual secondary containment shells are sufficient
to contain the entire quantity of the two tanks, since a breach in one or both primary tanks will cause the fuel level to
equalize amongst all 3 tanks(the primary tank that is leaking, the secondary containment for that tank, and the non-
leaking other primary tank)or 4 tanks (all primary and secondary tanks reach the same fuel level. It is not possible for
there to be a release to the environment unless there are simultaneous leaks in both the primary and secondary tanks.
Therefore, the sized secondary containment provisions are met.
Even in this extraordinary circumstance, the facility will have active secondary containment by blocking one or both
adjacent storm drain catch basins with elastomeric pads(to be stored with the spill kit at the fueling island).
4. Add secondary containment for the two new 500-gallon bulk oil storage tanks in the maintenance shop.
This issue will be addressed by adding a permanent PIG (or equivalent)berm around the tanks and directing the excess
spill to the truck wash basin which is connected to a sand-oil separator(and then to the sanitary sewer).
There are several design issues to be worked out here prior to installation to ensure that the secondary containment
meets all applicable operational and regulatory requirements.
5. Update the rainfall depth from the 24-hr 25-year storm event for use in secondary containment freeboard
calculations.
The Plan update was a bit more involved than I had anticipated. I appreciate everyone's patience while I address these
items in the amended Plan.
If you have any questions or comments, please feel free to contact me directly by email,or at the cell number
below. Thanks.
Best regards,
Tony
i
