The difference in calculated soil volume may be explained by settling <br /> of the stockpile during the two years since excavation or in an error in the calculation of the <br /> stockpile volume by ESE in 1990. <br /> Of note is that to our knowledge neither Delta Truck nor the Cecchini's have ever received <br /> County comments concerning the final report of excavation prepared by ESE dated <br /> November 8, 1990. The work at the time was being overseen by Ms. Darlene Reuss of the <br /> County. ESE had contacted the County in July 1992 prior to stockpile sampling for the <br /> purpose of determining the county's requirements for onsite treatment using landfarming. <br /> Ms. Margaret Legorio of the County informed ESE that metals and fish bioassay were <br /> needed in addition to petroleum hydrocarbons. No mention of the need for a County <br /> witness to the initial sampling was mentioned. Ms. Legorio also stated that a clean up level <br /> was to be proposed by the consultant and that the County would then review the proposal. <br /> Stockpile Analyses Soil stockpile sampling was performed by ESE in August of 1992 for the <br /> purpose of determining existing concentration of hydrocarbons in the stockpile and <br /> preparing a workplan for remediation. The stockpile sampling was documented in the <br /> above mentioned workplans. <br /> ESE on behalf of the Cecchini's request the following from the County: <br /> • The stockpile soil remediation be allowed to proceed as proposed in the workplan. <br /> The next phase of work will be disking, watering, and nutrient addition for a period <br /> of four to six weeks. At this point, the County will be notified to witness sampling <br /> for the purpose of determining remedial progress. <br /> • Agree to the clean up goal of 10 parts per million Total Petroleum Hydrocarbon for <br /> this soil remediation. With the stipulation that the soil will be used as fill on site. <br /> • Provide written closure of the subsurface former underground tank area known as <br /> Thomas Yard. <br /> Mr. Robert Cecchini will be mowing down the weeds on the stockpiled soil in the near <br /> future, because they are a fire hazard. <br /> ESE also requests that the County note that the Cecchini's, have performed in good faith <br /> at this site for the purpose of environmental clean up. However, they are not a corporation <br /> and cost is the greatest limiting factor in proceeding with the work. <br />
