Cherokee Rd.) <br /> Stockton, CA 95205 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the <br /> "Stockpile Soil Remediation Workplan" dated October 21, 1992 as submitted by Environmental Science & <br /> Engineering Inc., and has the following comments. <br /> Reports of findings for both soil sampling events, including laboratory results and chain of custody forms, <br /> shall be submitted to PHS/EHD prior to final approval of any remediation workplan. A detailed map <br /> shall be included showing sampling points and identification of samples and locations of stockpiles, <br /> buildings, storm drains and any other relevant details. <br /> Please be informed that site inspection of sampling events are an important aspect of local regulatory <br /> oversight and PHS/EHD requests that you make appointments for sampling events with our office at least <br /> 48 hours in advance. <br /> Maintenance of the soil should include ensuring the exposed lifts are covered and/or that adequate <br /> moisture is added to the soil to prevent dust from blowing to surrounding areas. <br /> Please provide a complete list of personnel responsible for the site's maintenance along with phone <br /> numbers so that they be contacted should problems arise at the site. <br /> Ex-situ bioremediation is considered a corrective action and "Public Participation" is required prior to <br /> implementation of the plan. A thirty (30) day comment period is required after the public has been <br /> notified of any corrective action plan. Please submit an "Executive Summary" in triplicate using language <br /> the public will understand, that gives a brief history of the site, explains the proposed plan and provides <br /> explanations for any possible hazards the public may be exposed to. Any addendum to the original <br /> workplan shall be submitted in triplicate also and shall address concerns raised in this correspondence. <br /> Analytical results from unwitnessed sampling events can not be accepted as conclusive nor as evidence for <br /> site closure. A witnessed sampling event will need to be conducted. The constituents to be tested for are <br /> Benzene, Toluene, Ethyl benzene, and Xylene. Total Petroleum Hydrocarbons (TPH) as gasoline and as <br /> diesel shall also be tested by established EPA methods. The soil sample with the highest detectable <br /> TPH-G shall be analyzed for Total Lead utilizing EPA method 7420. Total Lead results that equal or <br /> exceed 13 parts per million (ppm) or 13 mg/kg shall have the WET analysis performed utilizing EPA <br /> method 7421. <br /> A MAsion of San Joaquin County Health rare Servrnces 10 <br />
