Cherokee Rd.
Stockton, CA 95205
San Joaquin County Public Health Services, Environmental Health Services (PHS-
EHD) has reviewed the second quarterly monitoring report for 1994 and has the
following comments.
High levels of diesel contamination continue to be detected in the only
groundwater monitoring well (UST-1) near the existing underground tanks. No
"zero" line of delineation exists for either soil or groundwater at this site
and there is not a monitoring well down gradient of the tanks as required by
PHS-EHD.
You are hereby directed to submit a workplan that will propose investigative
techniques that will provide adequate data to delineate soil and groundwater
contamination near the underground tank(s) . An adequate number of borings and
monitoring wells will be proposed along with soil and groundwater sampling to
ensure that this phase of investigation will be considered a diligent attempt
to investigate and remediate the unauthorized petroleum release documented at
this site.
Submit the required workplan to PHS-EHD by September 30, 1994.
Quarterly monitoring of the existing well on site along with the Department of
Toxics wells at the surface impoundment site shall continue under witness of
PHS-EHD.
Quarterly reports are due at PHS-EHD by the 15th of the month following the
quarter's end. The next report is due October 15, 1994.
Failure to comply with directives issued by PHS-EHD will result in formal
actions and could jeopardize eligibility to receive funds under the UST
Cleanup Fund.
Direct your submittals and requests to schedule witnessed field activities to
Michael Infurna at (209) 468-3454.
Donna Heran, REHS, Director
Enviro men/t_a1 Health Division
Michael Infurna, S for REHS Diane M6inslo'n, REHS
Site Mitigation Unit Supervisor
MI
c: San Joaquin County Deputy District Attorney - D.Irey
c: CVRWQCB - E.
