Cherokee Road <br /> Stockton, CA 95205 <br /> San Joaquin County Public Services, Environmental Health Division (PHS-EHD) has <br /> reviewed the "Work Plan for Additional Site Investigation-Fueling Island Area" dated <br /> April 17, 1996 as submitted by ESE and has the following comments. <br /> Soil data from May, 1990 has indicated that contamination exists in soil borings 139, <br /> 1310, and 1311 to 30 feet below ground surface ('bgs). Except for 1311 and UST-1, soil <br /> data for the interval of 30' bgs to 40' bgs is not available. Your proposal to place UST-5 <br /> in this area with a screened interval from 40' bgs to 70' bgs and use the extra upper 10 <br /> feet of screen for vapor extraction does not appear to be targeting the areas of concern. <br /> Until PHS-EHD is made aware of your Corrective Action Plans and your intentions for <br /> this site to meet the underground storage tank upgrades due by 1998, <br /> recommendations and approvals on work plans are limited. As an alternative to your <br /> one-well, one-casing proposal, PHS-EHD recommends that you nest two casings in a <br /> single bore hole. Place one deep casing into groundwater and limit the screened <br /> interval to 20 feet maximum. The second casing could be installed for use as a vapor <br /> well with the screened interval placed so that it could effectively draw a vacuum on the <br /> depths already known to be impacted by petroleum. <br /> Your proposal to install UST-5 as a multi-purposed, single-casing well is not approved. <br /> Please limit its construction to fit depth to groundwater conditions now. You may submit <br /> a well permit application and the $89 fee now and UST-5 can be installed with 20 feet <br /> of screen as described above. Otherwise, you may submit a revised work plan that <br /> would modify standard monitoring well construction as discussed in the above <br /> paragraph that would be useful given the existing conditions. Enclosed is a well <br /> application form that your consultant has requested. <br /> A Division of San Joaquin County Health Care Services <br />
